Robin Michael Garcia Ph.D.Founder and Chief Executive Officer
Dr. Robin Michael Garcia is an practicing political scientist, political risk management specialist, scholar and the founder and chief executive officer of Warwick & Roger, a leading political affairs advisory firm specializing in emerging markets. He has extensive experience in political analysis across academia, government, media and business while doing advisory work across several industries including telecommunications, mining, information and communications technology, oil, gas and energy, food, beverage and pharmaceuticals among others.
As a corporate public affairs professional, he was head of legislative research for Stratbase, a partner of BowerGroupAsia in the Philippines. Previously, he was senior associate for an investment transaction consulting firm as well as policy consultant for several government and political institutions. As a published author and scholar, he was also senior lecturer at the University of the Philippines and at De La Salle University on international and comparative political economy, public policy analysis and design and international relations.
Robin holds a doctorate in political science and international relations from the School of International Relations and Public Affairs (SIRPA) of Fudan University in Shanghai specializing in political economic change of Asian economies where he was awarded the Dean’s Award for Academic Excellence. He earned a master’s degree in public administration and public policy from the University of the Philippines’ National College of Public Administration and Governance (NCPAG) with honors and a bachelor’s degree in development and politics at De La Salle University.
Enkhzul Orgodol, MPPManaging Partner for Mongolia and Eurasia
Enkhzul or Zula is Warwick & Roger’s Managing Partner where she leads the firm’s overall practice in Mongolia. She has vast experience in the private sector, government and civil society. While also Managing Partner for Montgomery Fitch + Associates, Zula is a rising expert in Asian emerging markets. She’s a published author and a former government official. She is founder and president of Doing Business in Asia Alliance (DBiA) a Mongolia-based international business association with presence in Cambodia, Nepal and the Philippines. She also founded and runs Educated Initiatives, a non-governmental organization doing personal and business development strategies.
Zula holds a master's degree in public policy from the National University of Singapore’s Lee Kuan Yew School of Public Policy as an Asian Development Bank (ADB) scholar, a scholarship awarded to exceptional young professionals in the Asia. She was also recognized as the "Student of the Year" for her business administration degree at the National University of Mongolia.
Connie da Cunha MBA, MAIPM, CPPD, JPManaging Partner for Australia and Oceania
Connie is an award-winning Filipino-Australian project director and entrepreneur with multiple decades of experience as a senior executive within the public and private sectors and across various industries such as infrastructure, information and communication technology, transport and supply chain, mining, renewable energy and, oil and gas.
Connie is the founder of the Chamber of Commerce and Industry Australia Philippines Incorporated and is the current President. In her role in the Chamber, Connie is involved in several chambers of commerce and business councils within the APEC economies. She is a Board Member of the Brisbane Lord Mayor’s Multicultural Business Round Table since 2006. She was awarded the Philippine Recognition Award in 2000 and a recipient of the prestigious Queensland Filipino Women Achievement Awards 2000.
Through her work, she is influential with heads of government and captains of industries, and influential in trade policies. Connie is an active participant of start-up and innovation ecosystem in Australia, Singapore, Malaysia and the Philippines. She mentors founders and invest in start- ups with innovative ideas that solves day to day problems that bring positive impact to people’s lives. Her professional experience and businesses align with her lifelong interest in data management, cyber security, software development application, internet of things, blockchain technology, cryptocurrency and digital communication technology.
Connie studied accounting, computer science and has a Master of Business Administration from the Queensland University of Technology. She is a Certified Practicing Project Director with the Australian Institute of Project Management.
Vijay Dhayal, MBAManaging Partner for Myanmar and South Asia
Vijay is a market entry expert with extensive work experience in market entry strategy, market research and advisory services in Myanmar for clients across the ASEAN region. He has over six years of consulting experience across a range of sectors including automobile, power, manufacturing & agriculture.
Vijay completed his MBA from FMS, Delhi in 2011. Since then, Vijay has delivered services for clients from Singapore, Hong Kong, Vietnam, Germany, India, China, and Thailand by advising them on Investment opportunities in Myanmar.
In his client work, Vijay advises clients on all aspects of business strategy, mergers, and acquisitions, corporate finance, operations, and family business and governance. Vijay’s passion and enthusiasm for the Myanmar growth story are shared by all those professionals he works with and Vijay strongly believes in knowledge transfer of industry best practices and working closely with clients in a partnership environment to achieve the right result.
Prashanta Pradhan, MPPManaging Partner for Cambodia
Prashanta is a public policy specialist with expertise in trade policy, public-private partnerships and international development with experiences in private sector, donor agencies as well as non-profits. He is also the Country Partner for Doing Business in Asia Alliance, an international business network with presence in Mongolia, the Philippines, Cambodia, Nepal and Hong Kong.
Currently, he serves as Consultant to UNDP in Cambodia in the public-private partnership project between UNDP, GRAB and the Ministry of Transport focusing on urban transport planning. Since 2016, he has been consulting German Development Cooperation on trade policy and regional economic integration in Cambodia and Myanmar. Prashanta also holds Visiting Faculty positions in Economics and Business Strategy at the Royal University of Phnom Penh and the Royal University of Law and Economics. In the past, he also worked with the Public Sector and Government Consulting Team of Frost & Sullivan in Malaysia and Standard Chartered Bank in Nepal.
Prashanta holds a Master’s in Public Policy from the Lee Kuan Yew School of Public Policy, National University of Singapore. Additionally, he also holds an MBA along with Bachelor’s in Information Systems.
Richard HeydarianAssociate Partner
Richard Heydarian is an academic, opinion columnist, and media pundit as well as policy adviser, focusing on the Asia-Pacific region. He taught, as an assistant professor at De La Salle University (DLSU), and is an incoming Research Fellow at the National Chengchi University, Taiwan. The JCI International awarded him as the 2018 Ten Outstanding Young Persons in the World (TOYP) for his contributions to social sciences and political discourse.
He has been described (by Dr. Walden Bello) as “one of Asia’s most prolific young analysts” and among the Philippines’ “foremost foreign affairs and economic analysts” by the Manila Bulletin. Phillip FullonManaging Director
Philip specializes in governance and public policy. Prior to joining Warwick & Roger, he led policy research work with industry, government, and development sectors, covering agendas such as but not limited to infrastructure, extractive industries, labor, tax reform, and agriculture.
While with the government, Phillip served as Chief of Staff to the Presidential Adviser and worked with Secretary (Minister)-level decision makers to craft the government’s mining reform policy. In the legislative front, Phillip worked with Congress on extractive industry measures which sought to establish revenue-sharing agreements between the government and mining industry.
After government, Phillip worked with local and international non-profit organizations in partnership with multilateral institutions (e.g. the Asian Development Bank, the World Bank) to support environmental policy and governance initiatives in the ASEAN region.
Phillip obtained his Masters in Public Management (Public Policy Concentration) from the Ateneo de Manila University. He received further training in public policy from the Theodor Heuss Academy in Germany.
Leo Lope LofrancoChief Technology Officer
Leo leads Warwick & Roger's data analytics and applications development thrusts. In addition to his expertise with technology development, Leo is also a healthcare advocate and a computational biologist.
Prior to joining Warwick & Roger, Leo was the Director and Lead Developer of Project Mercury, an initiative of software and healthcare professionals that created the world’s smartest pillbox that reminds and tracks patient medicine intake in the hopes to improve medication compliance among Filipinos
Leo was a research fellow for Harvard University's Shakhnovich Biophysics Lab, where he helped devise algorithms for protein to protein interactions and evolution. In addition, he supported various research initiatives as a Lab Assistant at the University of Genoa's Department of Experimental Medicine.
Leo graduated with a Bachelor's Degree in Life Sciences from the Ateneo de Manila University.
Alicia Isabel SabarreJunior Associate
Alicia is a Junior Associate for Business Development in Warwick & Roger - Manila. Her work ranges from political risk in the energy and BPO sector to public sentiment analysis of Philippine politicians, and was on the research team for internationally released work. She obtained her undergraduate degree from University of Asia & the Pacific, where she was President of the university’s debate society in her senior year. She is currently a candidate for the Masters’ degree in Political Economy with Specialisation in International Relations and Development in the same institution.
Anica Isabella FrancoJunior Associate
Anica is a Junior Associate of Warwick & Roger - Manila where she focuses mainly on Research and Analysis. Her research scope includes analysis on the legislative and electoral front, and its impact on different industries, both local and international. Currently, she is taking up her Master’s degree from the University of Asia and the Pacific under the 5-year program on Political Economy with Specialization in International Relations and Development. In her senior year, Anica was the Editor-in-Chief of her university’s official school paper and was also the Secretary-General of UA&P’s Model UN.
